Judge Welch served as a member of the bench for the Circuit Court of Baltimore City from 1992 until 2014, serving as Chief Judge from 2010 until 2014. Judge Welch currently serves as a Mediator and Arbitrator with The McCammon Group and his areas of expertise include personal injury, clergy abuse, medical malpractice, construction, product liability, environmental, and governmental issues. Judge Welch graduated from the University of Maryland School of Law.
